The Hawai‘i Pacific Foundation (HPF) is a Native Hawaiian Organization (NHO)-owned SBA Certified 8(a) entity. Contracting with HPF provides federal agencies with a streamlined, efficient, and compliant pathway to meet mission needs.

WHAT IS A NATIVE HAWAIIAN ORGANIZATION (NHO)?


NHO participation in the 8(a) program is more than a business structure—it’s a social enterprise by design. HPF’s revenues from federal contracts support programs that reach keiki, kūpuna, families, and future leaders. This cycle of earning and reinvesting creates ripple effects that extend well beyond the original investment.

BENEFITS OF PARTNERING WITH A NHO

The benefits of leveraging the 8(a) NHO program include:
Direct Sole Source Awards up to $100M for DoD
HPF may receive sole source awards up to $100 million for Department of Defense (DoD) contracts without a Justification & Approval (J&A), per Class Deviation 2020-O0009. There is no ceiling on award value with an approved J&A.
Up to $22M in Sole Source for Civilian Agencies
HPF may receive direct awards up to $22 million from civilian agencies without a J&A, exceeding standard 8(a) thresholds. (13 CFR 124.506(b)(2))
No Procurement Competition Required
Agencies are not required to compete procurements before issuing a sole source award to HPF. (13 CFR 124.506(b)(3))
This allows for streamlined acquisitions and reduced lead times.
Awards Cannot Be Protested
Sole source awards to HPF cannot be protested, reducing the risk of delays and ensuring greater contracting certainty. (13 CFR 124.517(a))
Accelerated Procurement via Alpha Contracting
Contracting officers may collaborate directly with HPF companies prior to solicitation to reduce procurement time and streamline the contract process.
Meets 8(a) and Small Business Contracting Goals
Awards to HPF count toward both 8(a) and Small Business federal contracting goals. (13 CFR 124.110(c))
